The work includes designing, coding, unit testing, developing, and documenting critical and complex application programs Healthcare applications based on Java, Web services, and open source code. The employee performs complex analysis, design, development, testing, and debugging of computer software from operating system architecture integration and software design to selection of computer systems, language, and/or equipment. Employee performs in accordance with established project standards and processes.

Tasks include breaking down software requirements and creation of highly complex systems. Employee offers expertise in one or more technical disciplines –focused on Java, but skills in Oracle/SQL, JavaScript, and Node.js would be appreciated.


Primary Responsibilities include but are not limited to:

  • Understand and assist BA with business and technical requirements elaboration
  • Develop Design Document, Interface control, ERDs, Product Architecture document.
  • Mentor junior and mid-level developers
  • Provide product/system demonstrations to business and internal team
  • Ability to analyze tasks and estimate Level of Effort (LoE)
  • Ability to use business modeling software to develop flow chart, use case diagrams, activity diagrams, class, service, component and deployment diagrams.
  • Utilize Rational Tools for code creation, version control and change request management.
  • Update RTM with design traceability
  • Develop Unit test cases, perform unit testing and document unit test evaluation report.
  • Design and Develop user interfaces, Business Rules, Technical Rules.
  • Perform Database updates and create data sourcing diagrams
  • Integrates developed components with legacy and internal Java, MUMPS and .NET based components.
  • Develop web-services.
  • Maintains standards compliance.
  • Knowledge of fortify and 508 compliance.
  • Collaborates with PMs, Users, and/or Business Analysts (BAs) to capture/evaluate requirements, consider alternatives, and establish timelines.
  • Collaborates with DBAs, SAs, and/or BAs to design solutions and develop design artifacts.
  • Codes, tests, debugs, documents, and maintains application code.
  • Provides recommendations to infuse new technology.
  • Communicates technical requirements to a wide variety of people with varying levels of expertise.
  • Establishes and maintains good working relationships.
  • Develop and deploy product build

Level of Supervision

Under general supervision, employee proceeds alone on regular duties, referring questionable cases to Senior Program Developer or Program Manager.


  • Education: Bachelor’s or Master’s Degree in Computer, Engineering or equivalent (Math, EE, Physics) preferred.
  • Work Experience: 7 – 9+years of experience in software development, web services (SOAP and RestFul), SOA frameworks (i.e. Apache Axis 2 or Apache CXF), JRules, Spring, basic coding and compilation, software architecture/design, Agile/Scrum methodology, user requirements definition and software specification development.
  • Work experience with VHA Purchased care, EDI, and/or other VA applications preferable
  • Active security clearance, VA access preferable.
  • Possess knowledge of IEEE, SEI CMMI, FEA, PRM, BRM and VA Enterprise Architecture standards.
  • Ability to estimate and plan work based on priority and LOE.
  • Federal Security Clearance preferable

  • Written communication – Ability to write clear, concise (installation/configuration) instructions. Able to write well technically in order to communicate with both technical and non-technical audiences.
  • Organizational – Knowledge of government systems in general and Veterans Health Administration, in particular.
  • Configuration Management – Understanding of configuration and deployment automation and packaging, including scripted or programmatic deployments.
  • Technology – Full working knowledge of the technologies, design patterns and SDLCs applicable to the client’s environment; Computer coding languages and development environment technology dependent on specific project.
  • Language – English proficiency
